I just recently play the run and I'm having fun, but the run cannot run 60fps when opening vsync. I know that you can have 60fps when vsync is off. I don't want to turn off vsync because when you're at stage 5 ( the Rockies), you can barely see the road.

Good news is, after so, so many complaints, they released the patch updating the gameplay which unlocked the 30 FPS cap throughout the game.
you just need to extract it to the installation directory and replace the existing files. I have scanned the patch before uploading, so no worries…

The Need For Speed The Run PC patch brings tons of fixes and also a few more functionality things. This is the complete list of changes:
